The Rural Community Immigration Pilot (RCIP) is a federal permanent-residence pathway for people with a job offer from a designated employer in a participating community. Five of those communities are in Northern Ontario. Each one sets its own priority sectors, occupations, and intake dates. This update uses the community pages themselves.
The federal rules are on IRCC’s Rural Community Immigration Pilot page. Our RCIP guide explains the five-step process in plain language.
The five Northern Ontario communities
- Thunder Bay — Thunder Bay Community Economic Development Commission (CEDC), gotothunderbay.ca
- Greater Sudbury — City of Greater Sudbury / Invest Sudbury, investsudbury.ca
- Sault Ste. Marie — welcometossm.com
- North Bay and area — North Bay & District Chamber of Commerce, nbrcip.ca
- Timmins region — Timmins Economic Development Corporation, timminsedc.com
Greater Sudbury and the Timmins region also run the Francophone Community Immigration Pilot (FCIP) from those same pages. North Bay’s boundary, described on nbrcip.ca, covers Nipissing District, Parry Sound District, and the Town of Latchford. Timmins EDC’s immigration page includes Hearst, Kapuskasing, Cochrane, Kirkland Lake, and Temiskaming Shores.
Thunder Bay: 2026 candidate intake is closed
The CEDC’s RCIP page is the source for the fall 2026 milestone:
- Designated employers had to submit 2026 candidate application packages by 12 noon Eastern Time on Thursday, October 15, 2026. The portal closed at noon. There is no extension described on the page.
- The August 2026 update on that page says more than 500 businesses have designated-employer status.
- The same August update says the CEDC had issued 338 recommendation certificates for 2026.
- Remaining 2026 recommendation certificates will be issued in November 2026.
- Employer-designation applications can still be sent under the 2026 process. The CEDC says there is no guarantee that 2026 priority sectors or NOC codes will be supported in 2027. IRCC lets each community set new sectors, occupations, caps, and exclusions each year. The 2027 lists will be announced with the 2027 intake.
If you missed the October 15 deadline, a 2026 candidate package cannot be filed on the strength of this article. Watch the CEDC page for the 2027 intake instead of assuming the 2026 list still applies.
What the other four cities publish
This post does not copy another city’s intake calendar onto Thunder Bay’s deadline. Open the local page:
- Greater Sudbury publishes priority sectors, employer rules, and draw results on Invest Sudbury’s RCIP and FCIP pages. The candidate page is RCIP and FCIP Candidates.
- Sault Ste. Marie publishes its pilot on welcometossm.com/rcip.
- North Bay publishes monthly intake windows, the scoring grid, and statistics on nbrcip.ca. The Chamber of Commerce issues the community recommendation.
- Timmins publishes 2026 priority sectors, the designated-employer list, and how to request a recommendation form on the TEDC immigration page.
A job with an employer that has not been designated by that community does not qualify, even if the job is full-time and permanent.
How to prepare for 2027 intakes
Workers and international graduates in all five hubs can get documents ready before the next intake opens. These are preparation steps, not a promise that you qualify. Confirm every rule on the IRCC RCIP page and on the community page.
- Read the designated-employer list for the city where the job is located. Apply to those employers. The community office is not a job board.
- Check language-test dates. IRCC requires a valid language test. Results are accepted for a limited time. If your test is close to expiry, book a new one before you need it for a 2027 file. See the language-test page.
- Order an educational credential assessment if your diploma or degree is from outside Canada and the community or IRCC asks for one. Use an organization IRCC accepts. Our credential guide lists the usual designated organizations.
- Collect work-experience proof now: reference letters on letterhead with job title, duties, hours, dates, and pay, plus contracts or pay records that match. Duties should line up with the NOC the employer will use.
- Keep your status documents current (passport, study or work permit, and any co-op or post-graduation work permit) so a 2027 job offer is not blocked by an expired permit.
- Ask a free settlement agency before you pay anyone. Only a licensed consultant or a Canadian lawyer can charge for immigration advice. See our legal help guide.
International graduates should also ask the college or university international office for enrolment and completion letters early. That office does not issue the community recommendation. The designated employer and the community RCIP office do.
